Bolton Public Realm Implementation Framework

Bolton was at the start of a period of inward investment and economic renaissance. The success of the town centre was at the heart of these improvements. The Council’s aim was to create a first class town centre that would attract investment and that people will be happy and proud to use. The Public Realm Implementation Framework set out a clear, aspirational and contemporary vision for the town centre. It describes an overall hierarchy and composition with distinct character areas, whilst ensuring an appropriate degree of consistency. The new spaces will be elegant, functional and pedestrian dominated. Rigorous costing of all elements provided an ideal basis for funding bids and will channel public realm investment effectively. Furthermore, it will set a benchmark for public realm quality in negotiations with developers. This is a very substantial document. The experience and insight of the team ensured that it will be valuable to the Council for many years.
